Insofar as there's a multiplayer meta, the general reckoning is Assembly are on top (not for having better units it's their economy, they get a few ways of acquiring bonus resources from winning fights, and it can stack hard if you know what you're doing), everybody else lags very slightly behind, and depending on who you ask, Dvar might lag slightly further behind than most.

As a rule of thumb, none of the factions are 'just crap', the game is actually remarkably well balanced.
